ข่าวต่างประเทศ - เอพีอาร์ เอ็นเนอร์จี (APR Energy) ผู้นำโซลูชั่นด้านพลังงานแบบฟาสแทร็คระดับโลกประกาศลงนามในสัญญาโครงการสร้างโรงไฟฟ้าขนาดใหญ่แบบเทิร์นคีย์ในพม่า โรงไฟฟ้าดังกล่าวจะรับประกันกำลังการผลิตไฟฟ้าขนาด 82 เมกะวัตต์เป็นอย่างต่ำ ให้กับบริษัท เมียนมาร์ อิเล็กทริค เอ็นเตอร์ไพรส์ (Myanmar Electric Power Enterprise) พร้อมด้วยกำลังการผลิต และจ่ายไฟฟ้ามากถึง 100 เมกะวัตต์ โรงไฟฟ้าแห่งนี้จะตั้งอยู่ที่เมืองจ๊อกเซ เขตมัณฑะเลย์ และใช้ก๊าซธรรมชาติเป็นเชื้อเพลิง โซลูชั่นของเอพีอาร์ เอ็นเนอร์จี จะทำให้โรงไฟฟ้าดังกล่าวเป็นหนึ่งในโรงไฟฟ้าพลังความร้อนขนาดใหญ่ที่สุดในพม่า และสามารถจ่ายกระแสไฟฟ้าให้ประชาชนมากกว่า 6 ล้านคน สัญญาของเอพีอาร์นับเป็นข้อตกลงด้านการผลิตไฟฟ้าฉบับแรกระหว่างบริษัทสัญชาติสหรัฐ และรัฐบาลพม่านับตั้งแต่ที่ได้มีการยกเลิกการคว่ำบาตรพม่าในปี 2556

โรงงานแบบเทิร์นคีย์ของเอพีอาร์ เอ็นเนอร์จี ซึ่งใช้โมดูลพลังงานก๊าซแบบเคลื่อนย้ายได้ (mobile gas power modules : GPMs) ซึ่งถือเป็นหนึ่งในโซลูชั่นการผลิตพลังงานที่สะอาดที่สุดในพม่า และยังบ่งชี้ถึงการลงทุนอย่างมีนัยสำคัญด้านสาธารณูปโภคของประเทศ เอพีอาร์ เอ็นเนอร์จี จะจัดหาโซลูชั่นที่มีความเชื่อมโยงกันในระยะกลาง ขณะที่พม่าพัฒนาระบบสาธารณูปโภคในการผลิตพลังงานในระยะยาว เอพีอาร์ เอ็นเนอร์จี คว้าสัญญาดังกล่าวมาได้ เนื่องจากความสามารถในการส่งมอบโครงการในระยะเวลาที่ท้าทายความสามารถเป็นอย่างยิ่ง รวมถึงประสิทธิภาพของเทคโนโลยีการผลิตพลังงาน โดยสัญญาดังกล่าวมีกำหนดเริ่มต้นในไตรมาสที่ 2 ของปี 2557 และคาดว่า จะมีการดำเนินการไปจนถึงปลายปี 2558

ดีเร็ค มิทเชล เอกอัครราชทูตสหรัฐประจำพม่า แสดงความเห็นต่อการประกาศครั้งนี้ว่า “การทำธุรกิจในประเทศตลาดเกิดใหม่ไม่ใช่การดำเนินงานที่ปราศจากความท้าทาย แต่ยังต้องมีการดำเนินนโยบายการปฏิรูปเศรษฐกิจที่สำคัญ การจัดการความท้าทายด้านสาธารณูปโภค และต้องสร้างความมั่นใจว่าทุกฝ่ายจะได้รับประโยชน์จากศักยภาพทางเศรษฐกิจของประเทศ แต่เรามั่นใจว่า ธุรกิจต่างๆ ของสหรัฐอเมริกา ซึ่งมีประสบการณ์และยึดมั่นในวิธีการที่มีศีลธรรมและโปร่งใส จะสามารถสนับสนุนการดำเนินการเหล่านี้ได้เป็นอย่างดี”

นายจอห์น แคมเปี้ยน ประธานกรรมการบริหารของเอพีอาร์ เอ็นเนอร์จี กล่าวว่า “เรารู้สึกยินดีเป็นอย่างยิ่งที่ได้ทำสัญญาฉบับนี้ ซึ่งตั้งอยู่บนพื้นฐานของศักยภาพของเราในการนำทรัพยากรก๊าซธรรมชาติไปใช้ได้อย่างรวดเร็ว มีประสิทธิภาพและประสิทธิผล ซึ่งปัจจุบันประชากรพม่าที่ไม่มีไฟฟ้าใช้มีจำนวนถึงสามในสี่ โครงการนี้จะสร้างโรงไฟฟ้าพลังความร้อนที่ใหญ่ที่สุดแห่งหนึ่งของประเทศ ซึ่งจะส่งมอบไฟฟ้าและพลังงานให้แก่ประชาชนกว่า 6 ล้านคน เมื่อเร็วๆนี้ ทางบริษัทได้เพิ่มกำลังการผลิตไฟฟ้าในอินโดนิเซียอีก 130 เมกะวัตต์ ทั้งนี้ โครงการในพม่านับว่าเป็นตัวอย่างการลงทุนที่มีประสิทธิภาพ ซึ่งเราเล็งเห็นในภูมิภาคเอเชีย แปซิฟิค นับตั้งแต่ที่เราได้เปิดฮับที่มาเลเซียและสำนักงานเชิงพาณิชย์ที่สิงคโปร์”

APR Energy, a global leader in fast-track power solutions, today announces the signing of a large-scale, turnkey power contract in Myanmar. The facility will provide the Myanmar Electric Power Enterprise (MEPE) with a guaranteed minimum of 82 megawatts (MW) of power generation, with plant capacity to deliver up to 100MW. Based in Kyaukse, in the Mandalay Region, and fueled by natural gas, the APR Energy solution will be one of the largest thermal plants in the country and will provide power to more than six million people. The APR Energy contract is the first power generation agreement signed by a US-based company with the government of Myanmar since the lifting of sanctions in 2013.

The APR Energy turnkey plant, featuring mobile gas power modules (GPMs), will be one of the cleanest power generation solutions in Myanmar and will represent a significant investment in the infrastructure of the country. APR Energy will provide a bridging solution for the medium term while the country develops its long-term power generation infrastructure. APR Energy won the contract due to its ability to deliver to a very challenging timeframe, as well as for the efficiency of APR's power generation technology. The contract is due to commence in the second quarter of 2014 and is expected to run through to late 2015.

Commenting on the announcement, the United States' Ambassador to Burma, Derek Mitchell, said, "Doing business in an emerging market economy does not come without its challenges, including the need to implement key economic reform policies, address infrastructure challenges, and make sure all benefit from the country's economic potential. But we are confident that American businesses, with their experience and commitment to principled and transparent approaches, will make a tangible contribution to these efforts."

"We are delighted to have won this contract, based on our ability to optimize the use of natural gas resources in a fast, efficient, and effective manner," said John Campion, APR Energy's chief executive officer. "Today, three-quarters of Myanmar's population is without access to electricity. This contract will create one of the biggest thermal plants in the country, enabling the provision of light and power to more than six million people. Together with our recent installation of 130MW of new power generation in Indonesia, the Myanmar project is a great example of the real traction we are seeing in the Asia Pacific region since opening our Malaysia hub and Singapore commercial office."
